Many schemes can be inclusive for persons with disabilities. There is some discrimination also. There is a barrier that one person with disability can not avail to government benefits at a time. Different poverty reduction and social service policy, plan and programmes are inclusive. The beneficiary number, allocated budget has increased in the FYI 2020-2021. In addition to this, especial emphasize has given on the rights of the person with disabilities in social service plan, poverty reduction plan like mentioned Rights and Protection of Persons with Disabilities Act 2013, Action Plan on Implementation of National Social Security Strategy (NSSS) of Bangladesh and others.
But there are some limitation in the case of the implementation of the different plan, policy, programmes and other initiatives. The amount of budget and number of the beneficiary is very less compare to the necessity.

2. OVERVIEW OF SSNPs IN BANGLADES; Chapter-4, Page no-4 & 5: The NSSS envisions a Bangladesh where poverty and inequality are effectively tackled, growth and employment are efficiently accelerated, and the weak and vulnerable are adequately protected.
Context Chapter-1, Paragraph-3: In terms of modality, support under SSNPs can be in the form of: (i) direct cash transfer, and (ii) support through creating opportunity for income. Direct support category includes programmes such as allowance for the widow, deserted and destitute women, old age allowance, honorarium for insolvent freedom fighters, assistance to the mentally challenged, fund for mitigating risk due to natural disaster, fund for rehabilitation of the acid burnt women and physically handicapped people, and maternity allowance for the poor lactating mother. There are also programmes for the seasonally unemployed poor which are carried out under the SSNPs. Some of these include Employment Generation Programme for the Poorest (EGPP), FFW, VGD, TR, and Rural Employment and Road Maintenance Programme.
3. Old Age Allowance-The ministry of Social Welfare is taking measures for necessary expansion. Beneficiaries of vulnerable women and disability will be merged within this programme upon exceeding age threshold Social security for people with disabilities- The Ministry of Social Welfare has programmes for people with disabilities. Around 4-5 lakh new beneficiaries need to be added. (Page 124).
4. The Bangladesh Bank has issued a circular allowing persons with disabilities to open bank accounts with only 10 taka, for loan transactions and allowance payback, which would also aid persons with disabilities in purchasing a house.
5. The government has allocated Tk. 95,574 crore in the social security sector, which is 16.83 percent of total budget and 3.01 percent of GDP in FY2020-21.
6. All poor senior citizens in 100 upazilas most prone to poverty due to the coronavirus outbreak will be brought under the old age allowance as per the existing policy. This will add 5 lakh new beneficiaries, and an additional allocation of Tk. 300 crore will be provided to this programme.
7. All widows and women deserted by their husbands in 100 upazilas 40most prone to poverty due to the coronavirus outbreak will be brought under the coverage of the allowance programme for widows and women deserted by their husbands as per the existing policy. This will add 3 lakh 50 thousand new beneficiaries, and an additional allocation of Tk. 210 crore will be provided to this programme.
8. The number of beneficiaries of the allowance for insolvent persons with disabilities will be increased to 18 lakh following the latest disability identification survey. This will add 2 lakh 55 thousand new beneficiaries, and an additional allocation of Tk. 229.50 crore will be allocated for this purpose.
9. Benefits offered by the government in relation to ensuring an adequate standard of living and social protection for persons with disabilities are insufficient, and persons with disabilities are deprived of these due to lack of accessibility and procedural complexities.
10. (i) Insurance companies do not to provide services to persons with disabilities, even though RPPDA encourages them to adopt special insurance policies for persons with disabilities.
(ii) Safe homes, old age homes, orphanages, and government shelters for the homeless do not want to accommodate persons with disabilities.

1. According to Neuro-developmental Disability Protection Trust Act, 2013, sub section (S), Section 17 of Chapter 3; to identify and involve people with neurodevelopmental disabilities in employment and self-employment by ensuring their financial and technical assistance;
2.Recognizing the inherent dignity, equal and inalienable rights of all human beings, to experience nondiscrimination, protection, full accessibility and effective participation in decision making processes, equalization of opportunities, individual autonomy and independence of persons with disabilities. Besides that point number 4 indicates that ;
Support Inclusive community-based disaster risk management initiatives, risk analyses and data bank to facilitate and inform local, national and regional level early warning system, disaster preparedness and social protection programs that are accessible by all.
And point 5 indicates; To ensure improved access of services for persons with disabilities, psychological wellbeing, education and social protection.
3. Given in ‘The Treaty-specific Document’ , of part (iii) of ‘Introduction’ of CRPD_BGD-Initial-Report; Having gone through a series of consultations with over 14,000 people, including people with disabilities, caregivers, family members, professionals in the field, lawyers, doctors, journalists, teachers, students, businessmen, politicians, government officials, local government representatives, members of parliament etc., the draft was finalized.
The national consultation was also attended by women and children with disabilities. Separate consultation was organized for the user of sign language. Similarly, those with autism, intellectual disabilities and mental illnesses, along with their parents and caregivers participated in the process. Braille and soft copies were also made available at different stages of the draft to ensure effective participation of people with visual disabilities.
After all these, the draft legislation was finalized. Therefore, it could be safely claimed that, this law is by far the most widely consulted legislation in the history of Bangladesh.

Assessing your country's cross-ministerial coordination
Rationale for rating
In National Coordination Committee under the PDRP Act 2013, absence of senior officials of regarding different ministries, effective coordination cannot be achieved. This committee is not accountable to the ministry and updated the data they receive. So the effective coordination are hampered. Most of the case coordination is led by the Social Welfare Ministry.
Different data are not revealed during the coordination. Relevant representatives from different ministries are not much providing the reports or progress of the rights and services of persons with disabilities.

1. This meeting shows that missing of the issue of persons with disabilities in the coordination by the Cabinet division have not prioritized the necessity of persons with disabilities in social protection program.
2. No mention of what support persons with disabilities received from different ministries in the last year.
3. This sort of violation of PDRP act shows that other ministries have taken the issue of persons with disabilities as less priority. In the meeting other ministries did not put any progress from their ministries. It hampers the CRPD inclusive development and SDG target Leave No One Behind.
4. This CRPD Monitoring Coordination Committee is not regularly meet. They are not reveal their meeting minutes in the website. The State party reports are not produced regular interval from this committee. Most of the high official of the different ministries are not informed about the committee.
5. The CSOs have rightly found the gap of coordination and the effort from the Ministry of Social Welfare.

Ministry of Social Welfare is conducting Disability Identification Survey. Mainly Bangladesh Bureau of Statistics does the data related activities. Few surveys have mentioned disabilities issues. But there is no disaggregated data

1. Disable friendly infrastructures& human resource Every School Disability friendly infrastructure for their disabled student including toilets and classroom.
This clause describes Govt’ hires disabled friendly trainer in each PTI training center.
2. From 2014-2015 financial year, there has 103 Physiotherapy and medical center for disability in 64 district. From this center, Person with disability gets assistive device in every year
3. In this clause, each and every public transport will have to respect disabled people and give them proper transportation service. This is properly mentioned all kind of transport like air, road and by river.
4. For including PWD in social protection in emergency disaster, Government declared that all PWD get specific emergency relief to overcome Covid 19. And facilitates emergency helpline.
5. According to the 2019-2020 15 lac 45 thousand PWD get allowance each 750 BDT for ensuring basic rights for their livelihood.
